Just re-read the last of this to make sure I got it - If I were Pod, I'd want "the thing that’s holding them together is that they know Padrig has and will continue to take big risks to keep them alive and fed" somehow codified, like, as a north star.

Great point. The way that Stonetop's mechanics codify this is with a resource called "Loyalty." When Padrig pays the crew's cost, in this case by taking personal risks for them, he gets to hold Loyalty (up to 3) and can spend it to gain benefits. Strandberg is still playtesting the follower rules, but you can find the latest iteration in the playbook inserts if you've preordered. The move is called Strengthen Your Bond, on page 5 of the inserts PDF.

So, the choice of "cost" provides a north star by incentivizing the Marshal's player to seek out those opportunities to pay whatever cost he or she chose when building their crew, and it behooves the GM to provide those opportunities where possible.
